Weldon, NC. It's just off I-95 (exit 173) ~8 miles South of the NC/VA boarder. Right where US-301 / US-158 cross the river. It's park & play w/ a city park & boat ramp right there.
http://www.americanwhitewater.org/content/River/detail/id/1116/ is the AW page for it, but they've only listed info from surface boaters at low water. Disregard everything they say about a lake downstream, there isn't one.
The ideal level seems to be 8,100cfs on the Roanoke Rapids gauge: http://waterdata.usgs.gov/nc/nwis/uv?dd_cd=04&format=gif&period=7&site_no=02080500
& 26' on the Halifax gauge: http://waterdata.usgs.gov/nc/nwis/uv?dd_cd=01&dd_cd=02&format=gif&period=7&site_no=0208062765
There's another spot on river right that is good around 28.76' on the Halifax gauge.
The best time to catch it seems to be in the spring when flows are regulated for the stripers. The rest of the year they are up & down w/ the flow, sometimes twice a day.
